WLSSD is a special purpose unit of government created by the Minnesota Legislature in 1971 to address serious environmental pollution problems in the lower St. Louis River Basin. It is governed by a nine-member citizen Board of Directors.

The Western Lake Superior Sanitary District (WLSSD) provides solid waste management and wastewater services for an approximately 500 square mile region around Duluth, Minnesota that includes the cities of Duluth, Cloquet, Hermantown, Proctor, Carlton, Scanlon, Thomson and Wrenshall, and the surrounding townships.
